Project Memorandum Writer Tool

Returning users may enter the SP number of a project to log in and continue by using the form at the left.

How to Begin

To begin, you must have a valid State Project Number (SP). If you do not have an SP number, please contact the State Aid Office to obtain one.

Once you have an SP number, you must complete a separate online registration process to use this online tool. If you have not registered to use this tool, you should begin by filling out the registration form. This form will record your contact information and a brief project description. Once you have successfully registered your project, you will return to this page to log in and take the first step: a short questionnaire that will help determine the appropriate type of documentation for your project and prepare the project for the next steps in the online process.

If you have already registered your project, continue with this online tool by using the form at the left to log in.
